  • The National Green Tribunal on Friday imposed a fine of whopping Rs 100 crore on the Meghalaya government for failing to curb illegal coal mining in the state.

  • Markets regulator Securities and Exchange Board of India (SEBI) has allowed custodial services in the commodity derivatives market. The move is aimed at enabling the participation of institutional investors such as mutual funds and portfolio managers in the commodity derivatives market.

  • The Reserve Bank Wednesday set up an expert committee under former Sebi chairman U K Sinha to suggest long-term solutions for the economic and financial sustainability of the MSME sector.

  • The RBI has announced the panel a day after it allowed a one-time restructuring of existing debt up to Rs 25 crore for the micro, small and medium enterprises (MSMEs) which have defaulted on payment but the loans given to them have continued to be classified as standard assets.

West Bengal government announces two initiatives for farmers

  • The West Bengal government announced two welfare initiatives for farmers on Monday. Both initiatives, which are part of the ‘Krishi Krishak Bondhu’ scheme, will come into effect from New Year’s Day.

  • The first of the two initiatives will provide Rs 2 lakh to the family of a deceased farmer, Chief Minister Mamata Banerjee told reporters at the secretariat. Under the second initiative, farmers would get Rs 2,500 twice a year for growing a single crop on one acre of land.

7.Complaints with bank ombudsman surge 25% in FY18

  • The number of complaints registered at banking ombudsman offices have seen a 25% increase in the fiscal year 2018, with majority of these complaints coming from urban centres owing to increased awareness and poor internal redressal mechanisms of banks.

  • The banking ombudsman offices in tier-1 cities like New Delhi, Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad accounted for more than 57% of the total complaints received by all BO offices,” the RBI Report on Trend and Progress of Banking in India has stated.

2.Govt infuses nearly Rs 11,000 cr capital in public sector banks

  • The government has infused 10,882 crore rupees in four public sector banks, including UCO Bank and Syndicate Bank. It is part of 28,615 crore rupees capital infusion to be done in seven public sector lenders.

  • UCO Bank has received 3,074 crore rupees in the equity by way of preferential allotment.

  • Bank of Maharashtra got 4,498 crore rupees, Syndicate Bank 1,632 crore and the Central Bank of India 1,678 crore.

3.RBI allows Paytm Bank to restart account opening

  • Paytm Payments Bank has received the green light from the Reserve Bank of India to restart opening accounts for its customers.

  • The bank intends to start Know Your Customer formalities for its wallets as well as its bank accounts from Dec 31, confirmed a company spokesperson.

  • The RBI had asked the bank to stop adding new customers about six months back in June, when a regulatory audit found lapses on the part of the entity to stick to RBI’s requirements.

4.RBI provides 1-year loan rejig window for MSMEs

The Reserve Bank of India today released the eighteenth issue of the Financial Stability Report (FSR). The FSR reflects the collective assessment of the Sub-Committee of the Financial Stability and Development Council (FSDC) on risks to financial stability, as also the resilience of the financial system. The Report also discusses issues relating to development and regulation of the financial sector.

Overall assessment of systemic risks

India’s financial system remains stable, and the banking sector shows signs of improvement, even though the global economic environment and the emerging trends in financial sector pose challenges.

Global and domestic macro-financial risks

The global growth outlook for 2018 and 2019 remains steady although the underlying downside risks have risen.

Spill-over risk to emerging economies engendered by tightening of financial conditions in Advanced Economies, protectionist trade policies and global geopolitical tension has significantly increased.

The gradual monetary policy normalisation in advanced economies (AEs) as also the uncertainty in global trade regime may adversely affect capital flows to emerging markets (EMs) and exert upward pressure on EM interest rates and corporate spreads.

On the domestic front, growth of gross domestic product (GDP) showed slight moderation in Q2:2018-19 while inflation remains contained.

In domestic financial markets, structural shifts in credit intermediation and the evolving interconnectivity between banks and the non-banks call for greater vigilance.

Financial Institutions: Performance and risks

Credit growth of scheduled commercial banks (SCBs) has improved between March 2018 and September 2018, driven largely by private sector banks (PVBs).

The asset quality of banks showed an improvement with the gross non-performing assets (GNPA) ratio of SCBs declining from 11.5 per cent in March 2018 to 10.8 per cent in September 2018.

Under the baseline scenario, GNPA ratio may decline from 10.8 per cent in September 2018 to 10.3 per cent in March 2019.

  • The country achieved yet another milestone in the power sector with completion of electrification in 100% households in 25 states at year end.

  • Now, only about 10.48 lakh households are left to be electrified in 4 states – Assam, Rajasthan, Meghalaya and Chhattisgarh.

  • Since the launch of Saubhagya, in the state of Uttar Pradesh, 74.4 Lakh willing households have been electrified and state government has declared saturation of all 75 districts.

  • A Swedish think tank said Monday that Russia has emerged as the world’s second-largest arms producer after the United States. Russia surpassed Britain, which had held that spot since 2002 and remains Western Europe’s No. 1 arms maker.

  • The Stockholm International Peace Research Institute said in its annual report on the world’s 100 biggest armaments groups that the combined arms sales of Russian companies amounted to $37.7 billion in 2017, an 8.5 percent rise from a year earlier.

  • The appointment means that the central bank will once again be headed by a former Indian Administrative Services (IAS) officer. Patel, who had said he was resigning for personal reasons, and his predecessor Raghuram Rajan are economists.

6.CAD widens to 2.9 pc of GDP in Q2

  • India’s current account deficit (CAD) widened to 2.9 per cent of the GDP in the second quarter of the fiscal compared to 1.1 per cent in the year-ago period, mainly due to a large trade deficit, the RBI.

  • the difference between outflow and inflow of foreign exchange in the country’s current account, was USD 19.1 billion during the quarter ended September 30, 2018.

  • It increased from USD 6.9 billion or 1.1 per cent of GDP in the second quarter of 2017-18.

  • The CAD stood at USD 15.9 billion (2.4 per cent of GDP) in the April-June quarter.

  • The Delhi government on Wednesday launched the ‘Mukhyamantri Tirth Yatra Yojana’ — which offers free travel packages on five religious circuits for senior citizens from the national capital.

  • The scheme, approved by the Cabinet in July, was launched by Chief Minister Arvind Kejriwal at the Delhi Secretariat.

  • “The scheme will enable 1,100 senior citizens from each Assembly constituency of Delhi per year to undertake free pilgrimage, the expenses for which will be borne by the Delhi government,” Kejriwal said, adding that a total of 77,000 pilgrims will be able to avail this facility every year.

5.Second meeting of the NITI Forum for the North East being held in Guwahati

  • The second meeting of the NITI Forum for the North East is being held in Guwahati today. Minister of State for Development of North Eastern Region, Dr Jitendra Singh and Vice Chairman of NITI Aayog Rajiv Kumar is taking part in the meeting.

6.Delhi government launches free pilgrimage scheme for senior citizens

  • The Delhi government on Wednesday launched the ‘Mukhyamantri Tirth Yatra Yojana’ — which offers free travel packages on five religious circuits for senior citizens from the national capital.

  • The scheme, approved by the Cabinet in July, was launched by Chief Minister Arvind Kejriwal at the Delhi Secretariat.

  • “The scheme will enable 1,100 senior citizens from each Assembly constituency of Delhi per year to undertake free pilgrimage, the expenses for which will be borne by the Delhi government,” Kejriwal said, adding that a total of 77,000 pilgrims will be able to avail this facility every year.

8.Fitch cuts India’s growth forecast to 7.2% in FY19 on higher financing cost

  • Fitch Ratings revised downwards India’s GDP growth forecast to 7.2 per cent for current fiscal citing higher financing cost and reduced credit availability.

  • In its Global Economic Outlook, Fitch projected that for 2019-20 and 2020-21 financial years, India’s GDP growth will be 7 per cent and 7.1 per cent respectively.
